The United Arab Emirates is comprised of 7 entities called Emirates.  
They have 9.2 million people of which 1.4 million are Emirati citizens
and 7.8 million are Expatriates.  The Expatriates or immigrants are not
allowed citizenship.  Virtually all of the Emirati citizens are Muslim.
